Meet the City Administrator

Trudy Lewis is the City of Hutchins city administrator. She has worked for the city in various positions since 2015.

City Administrator Responsibilities

The City Administrator oversees all administrative tasks necessary for city operations. Hired by the city council, she supervises city departments, maintains the city budget and represent the municipality in a variety of settings. She researches issues important to the city and advises the mayor and council on the best course of action

Duties of the city administrator include:

  • Supervising enforcement and execution of the code of ordinances, city policies, and council directives
  • Providing general supervision and direction of the administration of the city government
  • Employing persons for positions which have been approved by the council
  • Obtaining such specialized and professional services deemed necessary by the council
  • Preparing and assembling the department heads’ proposed budgets
  • Assisting the council in establishing long-range goals for the city
  • Representing the city in all negotiations properly entered into in accordance with law or ordinance
  • Promote good relations with the citizens of Hutchins and its civic organizations to ensure that citizens’ complaints, inquiries, and needs are given prompt attention and timely response

City Secretary

An Officer of the City

The City Secretary is an officer of the city, appointed by the City Council and working under the supervision of the city administrator. The position of the City Secretary is a statutory position required by state law.  In addition to statutory duties, the city secretary serves as the director of the Office of the City Secretary, which oversees election administration, records management, public information, and the appointment process of boards and commissions. The Office of the City Secretary also provides an administrative aide for the City Council.


The Office of the City Secretary is the administrative agency responsible for the care and maintenance of all of the City of Hutchins records. This office houses all legal transactions, minutes, agendas, deeds, ordinances, resolutions, contracts, franchises and a vast array of other historical and regulatory information. The city secretary is designated as the city’s records management officer by both state and city ordinance.

The City Secretary is responsible for developing and administering a records retention and destruction policy as required by state statute.


City Council

The City of Hutchins is a general law city. The Mayor and five Councilmembers are elected at large for two year terms.

It is an honour to serve the City of Hutchins as your mayor. Your City's municipal government provides a high level of service including police and fire protection, water and sewer services, street maintenance and garbage and recycling services to name a few.

The residents of Hutchins, Texas, can be certain that the City Council, staff, and I are taking steps to maintain and improve the quality of life for our residents. Progressive accomplishments are realized by the shared efforts of your City Council, citizen advisory boards and commissions, community organizations, business organizations, residents and our city employees.

The Council and I will continue to work to make our community a special place. We are happy to have you as a part of Hutchins, Texas.

If you have comments regarding the city, you may speak during the Citizens Comments section. Please note that citizens comments timeframe is not the appropriate forum to address complaints against the city. Complaints should be formally filed with the City Administrative Offices.

Boards and Commissions

Atwell Public Library Board


  • Meetings Frequency: 2nd Tuesday of each month
  • Meeting Location: City Hall, 300 North Denton Hutchins, Texas.
  • Meeting Time: 6:00 p.m.

The purpose of the Hutchins Atwell Library Board is to provide free, efficient library service to all children, youth and adults for their personal growth and cultural enrichment.

It is the desire of the City of Hutchins to have and maintain within the City limits a public library; free to all citizens in the City, with the privilege of taking materials from the library under the rules and regulations adopted by the Library Board and approved by the Council.

Planning and Zoning Commissions

The City of Hutchins Planning & Zoning Commission is composed of resident citizens, taxpayer and qualified voters of the City of Hutchins who are appointed by the Mayor and Councilmembers.

The Planning & Zoning Commission is an advisory body to the City Council. It makes recommendations regarding amendments to the Comprehensive Plan. The Commission also serves in an advisory capacity on any planning related item(s) in the City.

Zoning Board of Adjustments

  • Meeting Time: As Needed

The City of Hutchins Zoning Board of Adjustments is composed of members who are resident citizens, taxpayers and qualified voters of the City of Hutchins.

This board has the authority to make special exceptions to the terms of the City of Hutchins Zoning Ordinance that are consistent with the general purpose and intent of the Ordinance.

Meetings of the Zoning Board of Adjustments are held at the call of the Chairperson and at such other times as the Board may determine.
